The building for a seat of national government must be beautiful, strong, memorable and symbolic. It will be the place where critical decisions and strategies are created, where the rules and standards of Vietnamese life are discovered and framed.
Such is the significance of a design for the building of a National Assembly House and New Ba Dinh Conference Hall. It proposes a significant architecture, appropriate as the seat of government for the nation of Vietnam , the centre of the Vietnam Communist Party, State organisations of the Socialist Republic of Vietnam and a place where political, cultural and social activities of national and international significance will take place. This building will be the backdrop for great political, historic and cultural happenings, and therefore it should reflect and symbolize the best things that are Vietnam, now and for the future. This building must provide a strong, modern and serious symbol for Vietnam, one which also pays attention to the traditions and characteristics which make Vietnam unique. We propose an architecture that is designed to be significant, providing a backdrop and becoming a shareholder in this most famous of government precincts, and also one which contributes to this foremost area. The building is itself a symbol: shaped as a huge couple of open 'arms', welcoming the people to enter and participate, with the 'hands' becoming the two hands of government, the Hall and the Assembly. Within that gathering space, other symbols of the State are arranged: the star of Vietnam, a gateway etched with the words 'The Socialist Republic of Vietnam' - Independence - Freedom - Happiness', the flagpole and flag of the nation; to mark a landscape of learning and remembering. |
